If I were to purchase a virtual gift certificate using dollars, and gift it to someone living in the UK, would they be able to redeem it and have the fabric shipped there? They live in Oxford,

We do offer shipping to the UK, however there will be an applicable shipping charge and possible customs/duties collected at the time of delivery. The Gift certificate can help pay for the shipping charge, but not the customs fees. You may want to find a store near their area to avoid those additional costs.
