There are conflicting answers so asking again. Can you please tell me the width of fabric AND the width of the design.

The width of the fabric is 57 inches. This includes approximately 1.5 inches of selvage on both edges. The pattern should cover about 54 inches centered.

Is this fabric machine washable?

Printed fabrics
100% cotton or linen
The fabrics should be washed (can be machine washed) separately in plenty of water the first few times to remove any excess dye that may have remained on the fabric surface. Wash at 60°C (140°F - Hot). We recommend washing before sewing, because cotton and linen fabrics always shrink in the first wash. We don’t recommend dry clean to ensure that the prints retain their original appearance.
*Fabrics with metallic printing (such as gold and silver prints) should be washed at 40°C (104°F - Warm) and in plenty of water. Fabrics with metallic prints should be ironed on the reverse side.

Could this be used for upholstery, to cover a chair? If not, could it be used to cover the outside of a chair, where there is no hard use, with a different fabric on the cushions?

Hello,
It is not recommended to use the regular cotton weight fabric for upholstering as it could tear more easily with use.
